Degree Attestion Through HEC and WES

Although I am sure this has been discussed a lot here is the summary of what documents you need to take since we miss it out on the web portal and once you reach the head office you panic since you have some things missing.

HEC Documents Attestation

1) You need to make a separate set of photocopies that HEC will keep for their record. So for eg if you want to get your degree and transcipt's photocopy attested than you need to make 2 sets. One for HEC and one for Attestation(Which is your copy).
2) For married ladies, Take a photocopy of your marriage certificate.
3) PEC, PMDC or whichever council you are registered with taking a photocopy of that card aswell.
4) Make sure that you have printed the Challan and Application form from the E Portal and they are duly signed by you.
5) A photocopy of your CNIC.
6) Even if your original degree and transcipt was already attested you need to hand it over if your photocopies are being attested.
Procedure to follow once you book your appointment :
1). Create an account on the HEC portal and add your details including degrees required for attestation.
2)Print the Challan and Application form from your web portal.
3)Take all your documents, challan, and form to the HEC office.
4)Once you reach HEC there is a Computerized Kiosk in which you will enter your CNIC no and it will generate a token number for you.
There are 3 Counters and 1 Desk.
Step 1: Take your documents to the guy on the desk he will arrange your documents.
Step 2: Once your token number is on the screen go to counter 1 and hand over your documents they will put a stamp on your challan and ask you to submit the fee.
Step 3: Beside counter 1 is the cash counter where you will submit your fee and they will give you a stamped copy of challan.
Step 4: You will receive from 3rd counter the attested documents on the same day if its urgent I think you will get them in an hour and for normal at 4 30.
Step 5: Take your documents and go the first desk again the guy who arranged your documents will take your attested photocopies and seal them in an envelop.

WES Attestation Part

Here is a step-by-step explanation of the entire process.
For Overseas Pakistanis, the process is a little bit different when it comes to the HEC part. This will be explained later.
The process will be divided into 2 parts:
Here is the WES part. It's the same process regardless of whether you live in Pakistan or abroad:
(1) Create an account on the WES website.
(2) Enter your university's name to find out the list of the required documents. WES, currently, requires a sealed envelope from HEC in most Pakistani universities' cases. Here is the link to find out:
(3) As of now, WES only requires attested "COPIES" of your "HIGHEST" degree and transcript/mark sheet "ONLY". However, its recommended to send copies of degrees and transcripts from Bachelors to the highest degree(if you have Pakistani education).
This ensures the best possible ECA.
(4) Make a payment of 230 Canadian Dollars(CAD) for each ECA case: 220 CAD for the ECA and 10 CAD for the hard copy of your ECA which will be sent to your address by post. Since its 2021, the era of modern technology, you'll also get a soft copy of your ECA. Don't panic!!!
(5) WES only accepts payments via credit/debit card. While making payments, you'll be asked whether you're a Canadian national or PR. Please select "NO" . Otherwise, you'll be charged a further 13% in taxes.
(6) After you've let go of CAD 230 you'll be allocated a reference number by WES. Please save this number along with WES' address. This will be required later.
(7) Download the WES app from your app store. It makes life easier.
And now for the HEC part:
(1) Make an account/profile on the HEC website. Contrary to popular belief, the HEC website is quite efficient and user-friendly.
(2) Provide as much detail as you can while making your profile (including education). Try to upload a professional picture.
(3) Now apply for the HEC attestation on their website. This will require you to create an online request. Upload all the documents as per the requirements stated.
(4) You'll have to go through the attestation process even if your degrees and transcripts have been attested by HEC earlier.
(5) Married ladies MUST upload a copy of their marriage certificate. This is required since most ladies change their surname after marriage. You will HAVE to upload this marriage certificate even if your surname is the same after marriage. This marriage certificate is, usually, of 3 types:
- Actual Nikahnama in Urdu
- English translation of Nikahnama
- Marriage certificate issued by NADRA.
HEC accepts all of these. You can upload any one of these 3 types.
(6) WES requires PHOTOCOPIES of your degree and transcript. Each photocopy attestation will cost you PKR 700.
(7) After you're done with the application, click on submit. You will now receive a notification on your HEC profile. You'll also get a notification email that states that your application is received for INITIAL SCRUTINY. If HEC wants further details or documents, you'll get notifications on your HEC online profile and via email. If everything is fine, they'll send you an all-clear notification again on the HEC online profile and via email. You'll now be invited for a FINAL SCRUTINY.
The FINAL SCRUTINY involves one of two steps:
- Sending your documents through courier (Normal)
- Visiting HEC yourself (Urgent). This will have fees of PKR 5,000 per application.
I went for the Urgent option.
(9) If you choose the Urgent option, you'll have to select a date and time slot for your visit. After you've done that, you will receive your HEC form and Challan via email. This HEC form and Challan must be printed and taken to the HEC office on the appointment date (in case of an Urgent option).
(10) Now we'll talk about the Overseas Pakistanis(OPs). OPs will have to appoint a person (authorized person) who'll go to HEC on their behalf for the Final Scrutiny (if they select the Urgent option). They'll have to give an authority letter to this authorized person. One authorized person per applicant will be appointed. For example, if an OP couple have to get their attestation process done, they'll have to appoint 2 people for this. One authorized person CANNOT get the HEC process done for both husband and wife.
(11) You'll need to provide an authority letter to this authorized person. If this authorized person is a blood relative, then he/she can simply visit HEC with this authority letter for the Final Scrutiny. If this authorized person is not a blood relative, then this authority letter will have to be attested and verified by a govt officer of Grade 17 or above.
(12) OPs will have to send the ORIGINAL DOCUMENTS (Degrees and transcripts) and their copies along with VALID CNIC copies. The authorized person will also need a CNIC copy. You can send the HEC form and challan to this authorized person. He/she will take a printout and sign on your behalf. This authorized person will take your ORIGINAL degrees and transcripts along with their photocopies to HEC on the appointment day.

(14) For urgent applicants, the attestation process is done in 1-2 hours. It is advisable to send the sealed envelope to WES through courier services available at the HEC office itself (in Karachi, its available at the HEC premises. I can't comment about other cities). While sending the sealed envelope through courier, you'll mention the WES reference number and address which you should've got earlier.

What you mentioned in the sealed envelope when you sent it to WES. As in address and details.
Answer:-
Nothing has to be mentioned on the sealed envelope. When you take the sealed envelope to the courier office (DHL/TCS), they'll place the sealed envelope in another envelope. You need to write your WES reference number and address on that envelope.
Question:-
What about the HEC address as senders address?
Answer:-
No, you will not mention the HEC address in the sender address. You are the sender, not HEC. So your details will go in the sender section.
Question:-
Did you pay additional Rs. 5000 per document or for the entire application (for me which would be 2 degrees and 2 transcripts)?
Answer:-
PKR 5000 for the entire application. These are fees for urgent applications.
